STATEMENT From the Department for Transport

The security measures introduced at UK airports in August were in
response to a very real and serious threat. We have always said that we
would keep these measures under review, and in September we introduced
changes which increased the permitted size of cabin baggage that
passengers could take on board.

Following consultations with industry and international partners, we
can now introduce a change to the ban on taking liquids through the
security checkpoint, to add to passenger convenience while continuing to
maintain rigorous security.

With effect from Monday 6 November:

* Passengers will be permitted to carry small quantities of liquids in
separate containers each with a capacity not greater than 100ml.

* These containers must all be contained within a single closed
transparent, re-sealable plastic bag, which itself must not exceed 1 litre in
capacity.

* The bag must be presented for examination at the airport security
point.

This requirement will be introduced at the same time at all airports
across the European Union, and is aligned with those already in place in
the US and Canada.

Previous requirements will remain in place:

Essential medicines and baby food may be permitted in larger quantities
above the 100ml limit, subject to the authentication that is already
currently required.

The maximum cabin baggage size (56cm x 45cm x 25cm) remains, with each
passenger restricted to carrying only one item through the airport
search point. From April 2007 this maximum baggage size requirement will be
in effect across all EU Member States.
Large musical instruments are permitted in addition to the one item of
cabin baggage. All other outsized items need to be placed in the hold.

It remains necessary for all laptops and large electrical items to be
screened separately. This is will also now be the case for coats and
jackets.

Advance preparation by passengers will be very important in enabling
the new changes to be made by airports and airlines efficiently and
effectively. To make the journey through the airport as swift as possible,
passengers should prepare before arriving at the airport, by reducing
unnecessary 'clutter' in their cabin baggage to enable it to be screened
quickly; placing all liquids in hold baggage wherever possible; packing
liquids in the transparent, re-sealable 1 litre bag; and ensuring that
there are no bottles in the cabin baggage. These simple steps will
greatly assist the passenger's movement through the airport.

We will never compromise on security, but these changes are designed to
ensure that passengers and their baggage continue to be screened
effectively, whilst also allowing passengers some useful latitude in what
they may carry through the search point.
